Government promotes ‘treatment first’ model for addressing homelessness

Catholic agencies that minister to the homeless may need to adapt after the federal government released a new “Treatment First” model for addressing homelessness. The new guidelines encourage policymakers and program leaders to prioritize providing addiction recovery and mental health treatment, rather than permanent shelter, for those experiencing homelessness.
